Just as I realised I'd badly over run the time I had available I found two old books of / from the Times Newspaper. I had a very quick look at a couple of pages, but then had to run. What I saw (I think) was page after page of European government "papers" written in the lead up to, and including 1914. (?) I think the biggest clue to what I was looking at was that the papers were listed as Blue Book, Orange Book, Red Book etc. I'm sorry to be so vague. I really was too late to look any deeper.
