HMS Victory - record

Hi

I found a photograph of a relation, on his cap is HMS Victory, unsure if its a WW1 photograph or he may have been one of the sailors at Portsmouth that helped restore HMS Victory, any help would be much appreciated, thank you

HMS Victory was the name of a major naval barracks in Portsmouth. Whether the command was associated with the flagship I do not know. Seamen there would be training, or in reserve or on other shore duties which were most likely to have nothing altogether to do with the ship.
