Yes, they are neat little items. An Italian 1891/1916 Brass Hilted Vetterli / Carcano, I think, and not a lot in English on these. 

 

FWIW, and perhaps not very much, IIRC, without digging deeper into my rusty Italian(!), these ones were converted in 1916 or so from the original wooden-hilt and steel-crossguard ones - I have no idea why - and given a solid brass hilt with cross guard and a steel press-stud and catch mounting system instead of the original leaf spring, the hilt assembly then being painted black.

 

I do know, though, that they are rare, very rare, and even rarer with a scabbard AND frog! Nice find! What are the cross-guard markings and what is the maker mark as others might be able to add more!
