Regular Soldiers' Course of Musketry

I have a copy of part of the menu from QVR annual dinner 1913.

It lists various acheivements of various personel during the year, this includes a list of the "Names of NCOs and Riflemen who fired the Regular Soldiers' Course of Musketry".

My specific interest is that my great-uncle Harry is listed, what would have this involved.

Additionally, I have a shooting spoon which has a Front inscription "C Coy QVR" and on the back "CQMS HI Spiller MM", I do not know that date that it was won only that it is hallmarked 1929. Any ideas what he would have had to do for this one.
